Why not pass a few options acceptable for both side, monitor their progress and as new options become clearly acceptable, add them. AND leave in the possibility to remove options that dont work.

I do think we need insurance reform. And I do think that health care cost, which could be lowered by insurance reform, are a major contributor to our economic woes.
But the essence of your question is entirely logical. It would be better to pass some small reforms we can agree upon now and more later one at a time rather then become completely frozen in disagreement over huge sweeping “fix everything” bills that we cannot possibly agree on.
Truth is that eventually that is what will probably happen anyway.
To answer your question though I guess it is because Congress as a group is not very bright.
